About Us

Jennifer Tobola
MPH, WHNP-BC, IBCLC, PMH-C

I’m Jenn, an International Board Certified Lactation Consultant (IBCLC). My journey in women’s and children’s health started more than twenty years ago as a DONA-certified birth doula while completing my Master of Public Health. Then, after earning my RN in 2006, I went on to work in pediatric cardiology, antenatal care, postpartum care, and spent nearly a decade on the labor & delivery floor!

In addition to my work as an IBCLC, I’m also a Perinatal Mental Health Certified (PMH-C) provider and a board certified Women’s Health Nurse Practitioner (WHNP-BC). Together, these roles allow me to care for women and families in a special way. I'm able to support not only the physical aspects of breastfeeding, but also the emotional and mental parts of the postpartum journey.

I started my own lactation practice to serve the community of women who may be receiving plenty of wonderful lactation support while in the hospital, but have uncertainty about breastfeeding once at home. My calling to become an IBCLC came from my own difficulties nursing my two children (who are now teenagers - so I promise, you will make it!) I know firsthand how overwhelming it can feel, and I bring not just clinical expertise but compassion and understanding to every family I work with.

I can't wait to meet you!

Client Stories

Jennifer is AWESOME! She is friendly, non-judgemental, knowledgeable, supportive, kind, funny, and a baby whisperer! In just a couple hours she corrected by baby's poor latch and gave me lots of tools, education and resources to continue after she left. If you are a mama struggling with breastfeeding (or just need some friendly support), I highly recommend Jennifer at Hampton Roads Lactation.

Client Info & FAQs

What to Expect...

Before our Visit

After booking your consult, you’ll receive an automated email with links to two short forms:

  1. Consent Form

  2. Client Health History Form

Completing these forms gives me important information about your pregnancy, health history, and breastfeeding concerns!

  • The forms take just a few minutes and can be completed on your phone, tablet, or computer.

  • Deadline: Forms must be submitted by midnight the day before your scheduled appointment.

  • If they are not completed in time, your appointment may be rescheduled.

The Day of Our Visit

Thank you for inviting me into your home! My goal is for our time together to feel calm and stress-free.

  • Feeding: No need to make your baby 'wait' to eat. A hungry, upset baby is harder to work with. If your baby is hungry before I arrive, go ahead and feed for a few minutes. If you’re supplementing, offer about 10ml of formula or breastmilk.

  • Support people: Partners, family members, or close friends are encouraged to join us—it’s always helpful to have an extra set of hands and ears.

During Our Visit

  • Review your pregnancy, delivery, and medical history.

  • Assess you and your baby as it relates to breastfeeding.

  • Talk through your feeding experience, concerns, and goals.

  • Observe a full feeding (latch, positioning, comfort).

  • Provide pumping guidance if needed.

  • I’ll encourage plenty of practice during our visit, especially for latch concerns. Please speak up if something feels uncomfortable. I want to make sure our plan works for you.

  • Don’t worry about remembering everything in the moment. I’ll email you detailed notes, videos, product links, and resources after our visit.

After Our Visit

  • Within 2 days, you’ll receive a follow-up email with your individualized care plan and your coded receipt (Superbill) for insurance reimbursement.

  • You’ll also get one week of email/text support for your current breastfeeding issue. Please keep in touch during this time. I love hearing how you and your baby are doing!

Payment/Insurance

*Payment is due at the time of your visit. All clients receive a coded receipt (Superbill) to submit to their insurance company for possible reimbursement.

*Most insurance plans provide some level of coverage for lactation consultant services. Please check with your insurance company directly by calling the member services number on your card and asking about out-of-network coverage for lactation or breastfeeding services.

  • Procedure code: 99404-33

  • Diagnosis code: Z39.1

*TRICARE & Aetna Clients
I am an authorized provider with TRICARE and Aetna. While I do not bill insurance directly, clients with these plans are typically reimbursed 95–100% of visit costs when they submit a Superbill.

*HSA/FSA
Home visits from an IBCLC are eligible Health Savings Account (HSA) and Flexible Spending Account (FSA) expenses. You can pay with your HSA/FSA card at the time of your visit or submit your Superbill for reimbursement.

*Financial Considerations
If you need breastfeeding help but face financial challenges, please let me know. I never want cost to prevent you from reaching your breastfeeding goals.

*Payment Methods Accepted: Cash, Check, Credit Card, HSA/FSA cards.

Under the Affordable Care Act, all insurance plans are required to provide a breast pump! Call them!
